<div class="content"><span style="padding-left: 50px;">(COLUMBIA, MO)</span> - <p style="display: inline;">On June 2, Missouri Attorney General Josh Hawley released the 2016 Vehicle Stops Report which measures several data points related to traffic stops conducted by law enforcement agencies across the state. The reporting, which began in 2000, was in response to Missouri citizens concerned that racial profiling by law enforcement was occurring. Disparity index, stop rates, search rates, arrest rates and contraband hit rates are included in the report.</p>
<p>The disparity index, which is often the focal point of the report, compares the percentage of traffic stops involving members of a certain group to the percentage of driving-age individuals who are members of that group, as measured by the 2010 Census. A disparity-index value of 1 indicates that a group's proportion of traffic stops equals its population proportion. For example, if a group accounts for 80 percent of the driving-age population, and 80 percent of traffic stops involve members of that group, then the disparity index for that group would be 1. A disparity-index value of 1 indicates that members of a group are stopped at precisely the rate one would expect if all members of the driving-age public were equally likely to be involved in a traffic stop. A disparity-index value above 1 indicates that a group accounts for a higher proportion of traffic stops than its percentage of the population alone would predict.</p>
<p>The 2016 report for the Columbia Police Department indicated a disparity index of 3.13 for black drivers, an increase from 2.97 in 2015.</p>
<p>"We understand our community is deeply concerned that the disparity index rose in 2016. The Columbia Police Department, from patrol officers to the chief, desires to work with the community to better understand the root causes of the disparity index increase, and to then work with the community to reduce the disparity index number," City Manager Mike Matthes said.</p>
<p>Since the release of the 2015 report, a number of community listening tours have been conducted to hear the personal stories and concerns of our black community. Meetings with Race Matters - Friends, the NAACP, Empower Missouri, the Minority Men's Network, and other individuals and groups have provided meaningful and useful information.</p>
<p>Within the next one to two months, it is the intent to conduct a final meeting, hosted by the NAACP, to gather additional information which will then be compiled into a final report to the Columbia City Council. The report will contain findings and recommendations which will provide a framework of actions designed to reduce the disparity index.</p>
<p>"During our listening tour, we also heard concerns about the search rate for black drivers. Acting on those concerns, we changed our search policy to require written and signed consent before we conduct a search absent reasonable suspicion or probable cause. We advise, in writing, the vehicle operator's rights as it relates to consensual searches. While it's a small step, we believe it may have an impact on the search rate in the future," Police Chief Ken Burton said. "We will vigilantly continue to look for additional data we can collect that would give our community a fuller picture of the reason each traffic stop is conducted."</p>
<p>The City of Columbia continues to aggressively pursue the goals of the City Council's 2016-2019 Strategic Plan. Three focus neighborhoods, where Community Outreach Officers were assigned last year, have shown promise that community oriented policing can have a positive impact on crime rates.</p>
"Our work as a community, on this issue, has really just started," Matthes said. "I encourage citizens to read the City's report when it is issued and remain engaged in this topic."</div>
