(COLUMBIA, MO) - On behalf of the City of Columbia, Columbia/Boone County Public Health and Human Services (PHHS) collected responses during the month of June about how American Rescue Plan Act (ARPA) funding should be allocated for Columbia.

The survey closed June 30 and a report with the findings was presented to City Council on Monday, July 18. There were 4,470 responses to the survey. The slides from the Council presentation are attached.

ARPA is a federal aid package that provides funding to families, governments, businesses, schools, nonprofits and others impacted by the COVID-19 pandemic. ARPA funding builds a bridge toward economic improvement and provides vital support to communities in crisis.

The City of Columbia will receive a total of $25.2 million of ARPA funds in two tranches to address health and economic impacts of the COVID-19 pandemic. The City Council voted to sp
end the first half of this funding on the issues of homelessness, community violence, behavioral crisis care mental health services and workforce development.

The City of Columbia is committed to conducting a community-driven and data-informed process, and requests community input on how the remaining $12.6 million in ARPA funding be expended.

During the coming months, PHHS will conduct focus groups to hear from individuals who were considered underrepresented in the survey and individuals who have experiences that align with the top priorities as identified in the survey results.

After the focus groups, a report will be presented to the City Council and shared with the public. Updates and documents related to the process can be found by visiting beheard.como.gov/arpa-survey.
