request by the City of Columbia to revise the zoning standards within
the C-2 (Central Business) district pertaining to building height,
residential parking requirements, and street-level commercial. The
draft ordinance is an "interim" measure that may be considered by the
City Council in advance of comprehensive revisions to the entire zoning
