Thank you for your interest in the City's Community Development activities.  We are in the process of preparing the City's Consolidated Annual Performance Evaluation Report (CAPER) in order to report on the City's progress in meeting the goals and objectives it has set for itself to further its community development projects and programs; more specifically, those that are funded with Federal funding from the Department of Housing and Urban Development.  We have prepared a summary  of the performance of activities funded primarily through the City's Community Development Block Grant Program and HOME Investment Partnership Act Program.  The summary document can be found at:

In order to complete preparation of the document, we are inviting citizen comment on the summary and on any other topics that will be covered in the remainder of the report at this time.  Additional topics in the report will include:  
 
1.  Non-HUD funding involved in the City's Community Development activities; specifically, those that leverage HUD funds;
2.  The City's performance in furthering and removing impediments to Fair Housing;
3   The City's performance in addressing underserved Community Development Needs;
4.  The City's performance in enhancing its citizen participation efforts;
5.  Efforts of the City at coordinating its actions with the Columbia Housing Authority and other housing and homeless needs providers;
6.  The efforts of the City in meeting the needs of homeless populations;
7.  Efforts of the City in preventing homelessness;
8.  The City's efforts in meeting non-housing community development public improvement needs in lower income neighborhoods;
9.  The City's efforts in meeting its need for community facilities to provide community services to the general public;
10.The City's efforts in facilitation of economic opportunities for lower income persons in the community.  
 
The City intends to have a draft of a full report available for additional public comment on March 11, 2011.  Any comments on the summary prior to March 9, 2011 will be included in the draft CAPER report.  Additional comments after March 9th will appear in the final report that will be sent to the Department of Housing and Urban Development by the end of March.
