[commdev-l] Housing funds available, guideline changes

[Community Development]

HUD (Housing and Urban Development) funds are available for owner-occupied
home repairs within the Columbia city limits and for first time homebuyers
who want to purchase a home within the city limits. The income limits have
recently decreased, and there are several changes to our guidelines for the
Emergency, Code Deficiency Abatement, Rehabilitation and First Time
Homebuyer programs.
