Statement from City Manager Ray Beck
New Planning and Development director assumes duties

COLUMBIA, MO (June 20, 2005) -- Mr. Timothy T. Teddy assumed duties as
director of Planning and Development today. He will be paid a salary of
$83,000, along with other benefits authorized by city ordinance to
include a $300 per month car allowance.

Assistant City Manager Bill Watkins has served as the acting director
of the Planning and Development Department.

Mr. Teddy is being appointed after an extensive national recruiting and
screening process. A screening committee screened applications received
and interviewed the top candidates.

I am very pleased that Mr. Teddy is accepting this position. As I have
mentioned before, I believe his professional planning experience and
excellent work record of accomplishments will serve him well as the
Planning and Development director for the city of Columbia. His
progressive vision will be beneficial for our city and its residents. I
am looking forward to working with him.

Responsibilities of the Planning and Development Department include
providing planning, economic development and community development
services to the community. The department also provides staff service to
the Planning and Zoning Commission, the Community Development
Commission, the Bicycle and Pedestrian Commission, the Historic
Preservation Commission, the Loan and Grant Committee, the Columbia Area
Transportation Study Organization and various ad-hoc committees and task
forces.

Mr. Teddy earned a master's degree in geography from the University of
Illinois, Urbana, and a bachelor's degree in geography and history from
Augustana College, Rock Island, Ill.

Mr. Teddy has had extensive professional planning experience. Before
joining the staff here in Columbia, he served as the community
development director for the Village of Lemont, Ill., since February
2000. In that position he supervised the professional planning and
zoning administration activities, that included updating the
comprehensive plan, review of plans, zoning and subdivision
applications, grants, redevelopment and historic preservation.

>From August 1995 to February 2000, he served as senior planner/current
planner for the Village of Schaumburg, Ill. His duties included review
of site plans, zoning petitions, subdivisions, sign permits and special
projects in land use planning and economic development. Also, he advised
elected and advisory boards and commissions.

Previous positions held include village planner for the Village of
Lemont; Village Planner for the Village of Frankfort, Ill.; and planning
technician for the city of Urbana, Ill., as well as two seasonal
internships.

His memberships and honors include American Planning Association;
American Institute of Certified Planners; Chicago Historical Society;
Resource Member, Illinois & Michigan Canal National Heritage Corridor
Commission, Economic Development Subcommittee; I-355 Southern Extension
Local Advisory Committee Trails Subcommittee; The Morton Arboretum; Phi
Beta Kappa, Zeta Chapter; and the Illinois Geographical Society
Outstanding Student in Geography award.

Mr. Teddy and his wife, Chris, have two children.
