Governor to help break ground for wastewater treatment plant

COLUMBIA, MO (January 5, 2010) - The city of Columbia invites the
public to attend a groundbreaking ceremony for improvements to the
Columbia Regional Wastewater Treatment Facility on Thursday, January 14,
at 10 a.m. The ceremony will be held at the wastewater facility, 4900 W.
Gillespie Bridge Road. Governor Jay Nixon is scheduled to provide
keynote remarks.

Other speakers include Columbia Mayor Darwin Hindman; Missouri
Department of Natural Resources Director Mark Templeton; and U.S.
Environmental Protection Agency Region 7 Acting Administrator William
Rice.

This $62 million project will: increase the performance and reliability
of the mechanical treatment plant; improve the liquid treatment process
to meet current regulatory requirements; provide upgrades and process
enhancements to existing treatment facilities; improve biosolid
processes; and provide odor control improvements to reduce the potential
for off-site odors. Construction is expected to start in mid-January and
be completed in summer 2011.

As the governor announced last November, Columbia is receiving funds
from the American Recovery and Reinvestment Act and State Revolving Loan
for this project. Voters approved it as part of the April 2008 sewer
ballot issue. The project was designed by Black & Veatch, Kansas City,
Mo., and will be constructed by KCI Construction Company, St. Louis, Mo.
