Public art opportunities for local artists

COLUMBIA, MO (October 20, 2011) - The City of Columbia Office of Cultural Affairs invites artists residing in Boone County to apply for a public art project for the fourth and fifth floors of City Hall. Artists or artist teams are sought to create new site-specific, original, public art. Works in a variety of durable media and forms will be considered. The art budget for each floor is $11,000. A prospectus, including guidelines for applying, is available at www.GoColumbiaMo.com/Arts (select the "Artist Opportunity" link at the top of the page) or by contacting the Office of Cultural Affairs for a printed copy. Applications are due Friday, November, 18, 2011.

The City Hall projects are a component of Columbia's Percent for Art program, established in 1997, which requires that one percent of total construction costs for eligible new and renovation projects be set aside for site-specific public art. Due to City Hall's prominence in downtown and the importance of interaction in the processes of city government, the project affords a unique and significant opportunity for meaningful public art in a city facility. The Percent for Art project in front of the building and on the second floor has been completed. The third floor art will be installed in early 2012. The final stage of this project is to have art for the public areas of the fourth and fifth floor.

The Standing Committee on Public Art will select and interview the finalists and forward their recommendation to the Commission on Cultural Affairs for a vote. The City Council will finalize the decision. Once the local artist is selected, a design proposal will be submitted and public comments will be collected. The proposal will then be reviewed by both the committee and the commission before it is sent to the City Council for approval.

Following the Request for Qualifications process for art at City Hall, there will be a Request for Qualifications sent to artists in Missouri for the Short Street garage project. After reviewing the artists' qualifications, both the committee and the commission will agree on the finalists. These finalists will be given an honorarium to complete a preliminary design proposal for the art at the garage. After the public has time to comment, the Standing Committee on Public Art and the Commission on Cultural Affairs will forward their recommendation to the City Council.
