Zoning Consultant Returns August 4 and 5 - Public Forum Planned August 5

COLUMBIA, MO (July 24, 2014) - Clarion Associates, the City of Columbia's prime consultant on a comprehensive update of the City zoning and subdivision regulations, returns to Columbia for a site visit on August 4 and 5, 2014. The purpose of Clarion's visit is to explain and solicit public input on the first of three parts of a new unified development code, called "Module 1: Zone Districts and Permitted Uses."  The public is invited to a public forum with Clarion in the City Council Chambers on Tuesday, August 5, 2014 from 6:30 P.M. to 8:00 P.M.

Following Module 1, Clarion and its partner firm Ferrell Madden will work on "Module 2: Form and Development Controls," and then "Module 3: Procedures and Enforcement" before assembling the three parts into a final draft of the entire code.  Whereas Module 1 is focused on defining zoning districts, classifying the uses of land, and specifying  where land uses are permitted, conditionally permitted, and prohibited, Module 2 will focus on the size, form, layout, quality, sustainability, and livability of new development.  Ferrell Madden will take the lead on new development standards for a new downtown form-based zone district in Module 2. Module 3 addresses the administrative procedures for making decisions and enforcement of the ordinance.

The project, known as the Columbia Development Code Update Project, began in January of this year and will continue through next year.  The module 1 public draft, detailed outline of the unified development code, project scope and other information is available at  http://www.gocolumbiamo.com/community_development/planning/dev_code_project/index.php
