Clarion releases public draft of the Columbia Development Code, Module 2; public forum scheduled Thursday, November 13, 2014 at 6:30 P.M. in the Council Chambers

COLUMBIA, MO (November 4, 2014) - Clarion Associates and co-consultants Ferrell Madden have released the public draft of Module 2 of the new City of Columbia Unified Development Code. Titled "Form and Development Controls," this portion of the draft code focuses on the rules for individual sites and structures. If Module 1 ("Districts and Permitted Uses") was about land use classification and location, answering the question "What can I do where?" Module 2 responds to the question "How good does it have to be?" with regulations on permitted building locations, structure height, design, parking, access, landscaping, lot and block standards, and required land improvements. A public forum to offer input on Module 2 will be held Thursday, November 13, at 6:30 p.m. in the City Council Chambers of City Hall, 701 E. Broadway.

For persons interested in reviewing the document, Module 2 begins on page 151 of the draft marked "Public Draft November 2014." Footnotes throughout the document indicate where changes have been made to the existing ordinance. PLEASE NOTE: The consultant has been provided comments on Module 1 "Zone Districts and Permitted Uses" but changes have NOT been incorporated into Module 1 & 2 yet. Revisions to module 1 based on public comments will be made in an Adoption Draft that integrates all three modules, including the forthcoming Module 3 "Procedures and Enforcement" (expected in January 2015). The Adoption Draft is anticipated in summer 2015. 

A major change in Module 2 is the replacement of the C-2 Central Business District with a "form-based" new district called M-DT (Mixed Use - Downtown). The M-DT District maps downtown Columbia into several street frontage types with new rules called Building Form Standards applied to each frontage type.

Other changes include new definitions that relate to Module 2 content; dimensional standards for all of the zoning districts; integration of the subdivision standards into the code, with revisions; revised parking requirements; revisions to the landscaping standards, including tree preservation requirements; and incorporation of pertinent sections from other chapters in the City Code of Ordinances, including storm water and natural resources and signs, to achieve better integration of Columbia's several development regulations ordinances.  New sections on design standards and guidelines and neighborhood protection standards are intended to address multi-family, commercial, public and institutional uses, and preserve the character of established homes found within multi-family residential districts.
