Red light camera citation refund available for people who are eligible

COLUMBIA, MO (February 29, 2016) - The City of Columbia will issue refunds to eligible people who received a citation from a red light camera between August 19, 2013 and November 5, 2013.

The City of Columbia amended its automated traffic control system ordinance on August 19, 2013 to include violations where citations were issued based on title and registration information instead of photo recognition of the driver.  The amended was in compliance with then accepted case law but was subsequently suspended on November 5, 2013 after challenges were made to existing legal standards. During this time, the City Prosecutor's Offices filed nearly 200 violations.

While the City is not obligated to issue refunds, it does so in an effort of fairness and good faith to its citizens.

People identified as eligible for a refund will receive a form from Municipal Court. To request a refund, the requesting party must submit to Municipal Court (in person or by mail) a written claim form or affidavit with the following information:


*Full legal name (including any alias’)

*Driver’s license number

*Date of birth

*Citation number (if known)

*Approximate date of violation

*Current mailing address

*Request that the previous plea of guilty be withdrawn

*Statement that no prior claims have been made against the City of Columbia regarding the citation

*Statement that no further claim will be made against the City with regard to the citation

*Signature of requesting party

*Notary acknowledgement (or municipal court witness signature of requesting party as provided herein)


A completed claim may be mailed or hand delivered by the requesting party to:

City of Columbia Municipal Court

600 E. Broadway - 2nd Floor

Columbia, MO 65201

Municipal Court will verify submitted information; if the requesting party is not eligible for a refund, Municipal Court will notify the person by mail and provide the reason. Proper documents must be submitted within one year to be considered for a refund. Besides mailed forms, they can also be picked up at Municipal Court, 600 E.
