Columbia Water & Light receives National Award for Excellence 

COLUMBIA, MO (April 21, 2005) -- The American Public Power
Association's Demonstration of Energy-Efficient Developments (DEED)
program presented its 2005 Award of Continued Excellence (ACE Award) to
Columbia Water & Light on April 18, 2005. The award recognizes the
utility's long-term commitment to the DEED program and its support of
research and development projects aimed at improving efficiency and
renewable resources for public power systems. The ACE Award was
presented to Dan Dasho, director of Columbia Water and Light, during the
American Public Power Association's (APPA) annual Engineering &
Operations Technical Conference, held in Memphis, Tenn.

"Columbia Water & Light is known throughout the public power industry
as an innovative leader committed to improving the delivery of energy
services in an efficient and environmentally conscientious manner,"
said APPA President & CEO Alan H. Richardson. "It is making Columbia a
better community in which to live and work.   Columbia Water and Light
has also been instrumental in sharing its operational and technology
experiences to the benefit of other utilities across the country."

APPA is the Washington, D.C.-based service organization representing
the nation's more than 2,000 not-for-profit, community-owned electric
utilities. The DEED program, celebrating its 25th anniversary, is the
only research and development effort funded nationally by and for public
power systems. It has funded nearly $6 million in energy projects since
it was created.

Columbia Water and Light has been a member of the DEED program since
1983. Over the years it has supported a wide range of university and
utility projects that promote energy conservation, energy efficiency and
alternative power technologies.

In 1985, Columbia Water and Light won a DEED Energy Innovator Award for
streamlining and improving the efficiencies of two government funded
programs. It consolidated the Boone County and city of Columbia energy
efficiency programs while providing necessary services to both entities.
It also assisted APPA in developing an energy efficiency manual. In
2004, the utility sponsored a DEED scholarship for a University of
Missouri mechanical engineering student team to analyze the
direct-contact heat-exchanger process as part of an exploration on
developing a higher efficiency heating/ventilation/air conditioning
system for residential use.

Columbia Water and Light has made a deep commitment to energy
efficiency, with a broad program aimed at residential and business
customers. It is currently working with the Missouri State Department of
Natural Resources
(DNR)/Energy Division to promote development of wind energy research
and potential utility programs.  It is also participating in a
state-wide energy assessment developed by a consortium of utilities in
conjunction with DNR.

As a new member of the Midwest Energy Efficiency Alliance the utility
is participating in programs such as the "Change a Light Change the
World" campaign.  Columbia Water and Light  sponsors many school-based
energy and water efficiency programs, and it donated a solar
photovoltaic cell for students to use in a simulated NASA program. It
also participates in APPA's national Tree Power program and Arbor Day
activities to plant trees within the community.
