Statement from City Manager Raymond A. Beck - New Public Works director
named 

COLUMBIA, MO (July 7, 2005) -- Today I am announcing the appointment of
Mr. John D. Glascock as Director of Public Works for the City of
Columbia, Missouri. He will be paid a salary $96,500 along with other
benefits authorized by city ordinance to include a $350 per month car
allowance. Mr. Glascock has been acting Public Works Director since the
retirement of Mr. Lowell Patterson on May 11, 2005. The Public Works
Department employs 320 permanent staff members and has an annual budget
of $57,453,651, as shown in the Fiscal Year 2005 Annual Budget.

This appointment is being made after an extensive search and evaluation
by me and a small screening committee consisting of staff and citizens.

Mr. Glascock received a Bachelor of Science degree in Civil Engineering
from the University of Missouri - Columbia and is a licensed
professional engineer, a requirement by City Charter for that position.

Mr. Glascock has extensive experience as a supervising engineer and
also substantial management responsibilities for operations while
working for the Missouri Department of Transportation in an 11-county
area.

Prior to joining the City Staff, Mr. Glascock served in various
positions with MoDOT from 1983 - 2003, including Operations Engineer,
Area Engineer, Resident Engineer, Senior Construction Inspector, Highway
Designer and more.

Mr. Glascock began work as Chief Engineer for the City of Columbia
Public Works Department in March 2003 serving as a Division Head for
Engineering and the Protective Inspection Divisions. During this period,
he has gained substantial knowledge of city and departmental operations
working with city employees within the city, County and State agencies.
As a native of Boone County, he has substantial knowledge of development
and growth issues, along with the diverse and ever-changing nature of
our community.

The Public Works Department operates and manages the Engineering,
Street, Traffic and Protective Inspection Divisions; Public
Transportation; Columbia Regional Airport; Sanitary Sewer Utility;
Parking Utility; Solid Waste; Storm Water Utility; Custodial and
Building Maintenance Services; and Fleet Operations. Also, the
department is responsible for plans and specifications, contract
management, and inspection of all public improvements made by the City
of Columbia to ensure that the improvements are completed according to
specifications on a timely basis and in the most cost efficient manner.

I believe Mr. Glascock will be an excellent permanent member of the
City management team and will continue to do an outstanding job for our
city and community.
