Announcement from the city manager

COLUMBIA, MO (May 10, 2005) -- Today, I am announcing the appointment
of Mr. Timothy T. Teddy, 45, as director of Planning and Development for
the city of Columbia, Mo. He will be paid a salary of $83,000 along with
other benefits authorized by city ordinance to include a $300 per month
car allowance. He is scheduled to begin work for the city of Columbia on
June 20.

Mr. Teddy earned a master's degree in geography from the University of
Illinois, Urbana, and a bachelor's degree in geography and history from
Augustana College, Rock Island, Ill.

Mr. Teddy has had extensive professional planning experience. He is
currently serving as the community development director for the Village
of Lemont, Ill., a position he has held since February 2000. In this
position he supervises the professional planning and zoning
administration activities that includes updating the comprehensive plan,
review of plans, zoning and subdivision applications, grants,
redevelopment and historic preservation.

>From December 1996 to February 2000, he served as senior planner for
the Village of Schaumburg, Ill. His duties included review of site
plans, zoning petitions, subdivisions, sign permits and special projects
in land use planning and economic development. Also, he advised elected
and advisory boards and commissions.

Previous positions held include current planner for the Village of
Schaumburg; village planner for the Village of Lemont; village planner
for the Village of Frankfort, Ill.; and planning technician for the City
of Urbana, Ill.

His memberships and honors include American Planning Association;
American Institute of Certified Planners; Chicago Historical Society;
resource member, Illinois & Michigan Canal National Heritage Corridor
Commission, Economic Development Subcommittee; The Morton Arboretum; Phi
Beta Kappa, Zeta Chapter; and the Illinois Geographical Society
Outstanding Student in Geography award.

Mr. Teddy is being appointed after an extensive national recruiting and
screening process. Screening committee members who assisted me were Mr.
Pat Daugherty, Mr. Kee Groshong, former Mayor Ms. Mary Anne McCollum,
Ms. Annie Pope, and Planning and Zoning Commission Chairman Mr. Jerry
Wade. City staff who served on the screening committee were Public Works
Director Mr. Lowell Patterson and Acting Planning and Development
Director/Assistant City Manager Mr. Bill Watkins. Ms. Margrace Buckler,
Human Resources Director provided administrative support. 

The committee screened 20 qualified applications and interviewed four
candidates, including Mr. Teddy. Also, Mr. Teddy met with other
department heads who, along with committee members, discussed each
finalist and provided comments to me as part of the screening process.
He had outstanding references in the communities in which he worked.

Mr. Teddy's professional planning experience and excellent work record
of accomplishments will serve him well as the Planning and Development
director for the city of Columbia. He has the type of progressive vision
that will be beneficial for our city and its residents.

Mr. Teddy and his wife, Chris, have visited Columbia twice. They have
two children.
