Statement from city manager about the appointment of St. Romaine as
assistant city manager
COLUMBIA, MO (March 14, 2006) -- Today I am announcing the promotion of
Antony (Tony) St. Romaine to assistant city Manager for the city of
Columbia. Tony will be paid an annual salary of $74,335 along with other
benefits authorized by the city of Columbia to include a $300 per month
car allowance. He is scheduled to begin his new duties March 27.
Mr. St. Romaine was chosen from 84 applicants from primarily within
Missouri. A screening committee, composed of members inside and outside
of the city organization, helped make the selection.
Mr. St. Romaine earned a master's degree in public administration from
the University of Missouri and a Bachelor of Science in business
administration from Columbia College.
Mr. St. Romaine has served as the city's purchasing agent since 2001.
Prior positions include senior buyer (1987 - 2001) and buyer (1984 -
1987). Prior to his service with the city of Columbia he worked in the
private sector as a buyer and cost engineer at the Callaway Nuclear
Power Plant in Fulton, Mo.
Mr. St. Romaine was designated a certified professional purchasing
official and a certified professional public buyer by the National
Institute of Governmental Purchasing.
While serving as purchasing agent, Tony has undertaken several projects
throughout the city organization including the initiation of Homes for
Computers, whereby outdated city personal computers are rehabilitated
and made available through the Voluntary Action Center to students who
can't afford to purchase a computer. This is in lieu of selling them
for scrap. He has begun the city's program of E-Procurement which has
improved efficiency of the city's purchasing system. Recently, he
coordinated the city Finance Department's lease and move to rented
space required to renovate the city's Howard and Gentry buildings.
Mr. St. Romaine's service as purchasing agent has familiarized him
with most of the city operations and processes. He has earned the
respect of department heads and city staff. He brings with him a strong
technical knowledge, as well as the ability to drive consensus in
reaching decisions.
He also has knowledge of emergency operations and was part of the team
of community members who participated in the Federal Emergency
Management Agency's Emergency Management Institute's Integrated
Emergency Management Course, a weeklong emergency training exercise at
Emmitsburg, Md. This training included about 70 people from Columbia and
Boone County.
As assistant city manager, Tony will be primarily responsible for
implementing and coordinating projects internal to the city's
operations, such as Capital Improvements Programming, Geographic
Information Systems, internal scheduling processes and city building
projects.
Awards and special recognitions include Manager of the Year (Large
Entity) by the Missouri Association of Public Purchasing (2001);
Superior Graduate Achievement Award for Outstanding Achievement in the
Department of Public Affairs, Graduate Student Association, University
of Missouri - Columbia (2000); induction into Pi Alpha Alpha, the
National Honor Society for the field of public affairs and public
administration (2000); Distinguished Service Award from the Missouri
Association of Public Purchasing for services to the Association and to
the public purchasing profession (1997); and Buyer of the Year Award
from the Missouri Association (1990).
Mr. St. Romaine's professional associations include the Missouri
Association of Public Purchasing (President, 1990); National Institute
of Governmental Purchasing; and Mid-America Council of Public
Purchasing.
Community involvement includes the Board of Directors, Rotary Club of
Columbia (2005 - present).
