Public input sought for ‘Northeast Columbia Area Plan’ final draft
report
(COLUMBIA, MO) - The city of Columbia and Boone County planning
and zoning commissions will host a joint meeting regarding the Northeast
Columbia Area Plan (NECAP) on Sept. 22 from 6-8 p.m. in the
cafeteria/gymnasium of Two Mile Prairie Elementary School, 5450 North
Route Z. The purpose is to obtain community input on the final draft
report intended to guide growth in northeast Columbia surrounding the
new high school site. The plan area focuses on the lands generally
bounded by I-70, Lake of the Woods Road, Mexico Gravel Road and Route Z
in eastern Boone County.
The program schedule is as follows:
6 - 6:45 p.m., Open Q&A
6:45 - 7:30 p.m., Presentation
7:30 - 8 p.m., Open Q&A
The plan, a joint effort of both the city and county planning
commissions, will provide guidance for future decision making at the
Planning Commission, City Council and County Commission levels as new
development or land use policies are considered for the study area.
Presently, the majority of the land within the study area is
undeveloped; however; planned infrastructure expansion and future
construction of a new high school along St. Charles Road prompted county
and city officials to request that an area plan be prepared. The area
plan is the first combined planning effort of its kind. The plan
contains goals, objectives, and strategies on topics such as land use,
transportation, infrastructure and environment and open space.
Upon adoption, the plan would become a “living document” capable of
being modified as conditions change and is intended to provide the
framework for future policy and potential regulatory changes. The plan
is intended to become part of city’s current and future comprehensive
plans and planning efforts.
The final draft plan represents the culmination of the joint
planning and zoning commissions’ efforts to establish a planning
framework for the plan area and has attempted to incorporate the ideas,
recommendations and views of plan area stakeholders. Having completed
this task, the commissions now desire to obtain comments regarding the
plan’s content from affected stakeholders. Comments will assist the
commissions as they prepare a final plan to present to the City Council
and County Commission for adoption. The planning commissions invite all
affected or interested residents to participate.
