City manager issues decision on appeal from Citizens Police Review Board

COLUMBIA, MO (February 23, 2011) - City Manager Bill Watkins today issued his decision regarding the Citizens Police Review Board's finding in a case involving Derek Billups and Columbia Police Officer Nathan Turner. 

In the decision, the city manager stated that he agreed with the board's minority opinion. He also said that he is directing Columbia Police Chief Ken Burton to review and clarify two department policies. 

"The revisions should more strongly balance the Columbia community's desire for less physical confrontation and restraint, against what is absolutely required to ensure officer safety," Watkins said.
