[spolym-l]: New Van Policies

Due to a recent change in the city's insurance policy on 15 passenger
vans, we are having to change our policies for the use of these vans. 
We will only be able to take 10 passengers plus the driver on the two 15
passenger vans we use.  This means we can only take 8 or 9 athletes plus
1 or 2 chaperones on vans 3115 and 3040.  There is no cargo space
available on these 2 vans.

Our 12 passenger van 3094 can still carry 12 passengers.  We do have a
new 14 passenger van (plus the driver) that we can use as well.

This change will impact our program as the parks department may not be
able to transport as many athletes to out of town tournaments as we have
in the past.  We are currently looking into options for the carrying of
equipment and luggage to tournaments.
